Why didn't the referee accept Suwon's complaint and gave the Korean coach a yellow card?

In the 5-6th VTV Cup 2023 match between Australia and Suwon, the Korean representative used the right to complain but was not approved and the team coach also received a yellow card.

The controversial situation took place in the 5th set, when the Australian team was leading 9-8, the referee gave Australia a point with the judgment that the two hands that blocked Suwon had an error in touching the net. Suwon decided to use the right to appeal, but the request was not accepted in the surprise of the head coach and the Korean football team.

After a somewhat harsh exchange, the referee gave a yellow card to Coach Suwon for delay and points for the Australian team.

The referee's decision not to refer to Video Challenge Systems was made by Suwon's complaint because the team's board only raised the board without ringing the bell.

According to article 4 of the regulations on using the right to complain about checking the Video Challenge System of FIVB:

"A Video Challenge Systems test complaint must go through the Electronic Referee Desk (ETT) immediately after the situation is found to be at fault, and be notified to Referee 1 to suspend the game. Or the complaining team presses the bell button. let referee 1 pause the match, then request via ETT.

Teams have 8 seconds after the situation to appeal. If after 8 seconds, the right to appeal will not be granted except it is the last situation to end the set."

Suwon's complaint was not approved because he did not use the button, instead just held up the board. Although the Korean coach explained that he pressed the button, the system did not work, the referee still did not pass and the point still belonged to the Australian team.

In addition, coach Suwon also had to receive a yellow card for delaying the match. Article 8 stipulating the use of FIVB's right to complain about the Video Challenge System test states:

Complaints to check Video Challenge Systems have to go through 2 steps: First, press the COMPLAINT button on the table. After the bell rings and the referee stops the game, the team's BHL needs to press the next button to complain about what error. Both actions should not exceed 8 seconds. If this time is exceeded, the coach may receive a "delay warning" from the referee.
